Seat belt barely retracts

Seat belt barely retracts
My drivers seat-belt has been a 'wet noodle' for a while. IT barely retracts therefore most often i just toss it back in before I close the door.
-are seat-belts warrantied for life
-Is there any pretensioner or device that is not assisting the retract
-Should I replace the unit the belt is coiled in?
-Is there a way just to increase the tension

only a clock spring retracting it, that has basically lost it's tension
comes as an assembly (including a new buckle on the seat itself normally), and why would you try even fixing a safety item; it's kinda like trying to repack an airbag in my mind
as said don't try fixing a safety item, and to even get to the spring and have to break the reel/housing apart/open it up, and even then it will probably only be a temporary fix, the spring has already fatigued and lost it's tension
