S/C owners - Tensioner Question.

For the supercharger owners, are you able to pivot the tensioner plate up and down the slot easily by hand when the belt tension is loosened all the way and the two bolts are still tightened to spec (16ft-lbs)? Comptech told me that you can and it is a way to diagnose a locked up tensioner. I tried it and i can't pivot the tensioner by hand unless i loosen the slot bushing bolt. Comptech told me that the slot bushing has just enough clearance so that when the bolt is tightened, the tensioner plate and the fixed idler plate won't be pressed against with such a force that it would prevent movement. Comptech is going to check on this first thing monday for me, but i want to see if any other s/c owners have observed this? My bushings are not crushed or distorted because I purchased a brand new set last week.
