i noticed that i had some rust/dirt that was collecting underneath my hood on the insulation part that is right above the pulley belt. so i had the guys that were changing my oil take a look and they said they thought the pulley belt seemed awfully tight. anyone else have this issue?

 

Could you take a pic of your accessory belt tensioner?

 

Its likely just normal wear on the pulley belt. Just check the tensioner and make sure the belt doen't need replacing.
