Navi A/C on by default?

Navi A/C on by default?
Is the AC on by default? Here's why I'm asking -
If you turn climate control off and go to the manual climate settings and turn the fan on to any level, the air is automatically chilled by AC. If I hit the AC off button, the compressor turns off. In other words, if all I want is the fan and no AC, I have to turn the fan on and force the AC off. Is this correct?
