Climate control question

I've noticed something about the climate control that seems strange. When I turn it off, the air still blows through when I start driving. I am assuming it is due to it flowing from the outside. When I press the "recycle air" button it makes no change, it stil blows through when I start moving. If I turn the system on, turn the temp up and than turn it off, it'll blow hot air as soon as I start driving.
Normally, in all other cars that I have owned as soon as you hit the recycle option, it stops.
Is this normal for everyone?

Mine does the same thing. I don't think the climate control system is ever completely inactive. Given how mild this winter was down here, I've just left it set at about 68 and turned off. That way I get some cool air circulating through the vents, but at night when its chilly, I get some warm air as well.

Now, when I turn on the recirculator, it does stop the flow of air if the system is turned off. That's odd. If you're still under warranty, I'd take it to the dealer.

The car was originally equipped with the navi option. I know that before I bought the car, the navi was removed and sold separately.
Is it possible that the controlls for the climate control weren't reconnected properly?
Does anyone have a diagram of the system, or a how to take it out and apart?
