I got pulled over yesterday for my tag lights not being on, but the thing is, my lights were on and my brake lights responded. But i asked the cop to go and look and he was correct. None of my lights were working on the rear of my car, except when i pressed the brakes, but my tag lights still were off. any ideas??

 

Has the car had the rear harness replaced?

That TSB is likely a bingo...otherwise you'd expect much more to be bad if it was the fuse. Fuse in question is #4 Underhood, but it included navi and radio lights...if they still work, alone with most other internal ambient lighting, then I'd call the harness bad.
