It might be worth mentioning that splash guards are not only to protect YOUR car from rocks. Also, in cold climate, splash guards protect the undercarriage from slush thrown by wheels in wintertime.
In the first place, however, splash guards are to ... guard from splashes - to protect OTHER users of the road. In many European countries splash guards are mandatory piece of equipment. Otherwise, pedestrians waiting for a bus or at a street crossing would be getting a little bit too much shower on a rainy day.
