If I go with the Hondata I'd probably spring for the new ECU @ $1500 just so I could swap the OEM one in if I had to take it in for service. That is of course assuming that there isn't some sort of code stored in the OEM ECU that could tip the mechanics off that it hasn't been in the car for a while....

It's a souped-up version of the computer that does engine management. The Hondata version changes vtec engagement point and a number of other tweaks to improve performance. If it's anything like the RSX version, we can expect about 1 second off our 1/4mile times with the Hondata and an intake.

If Hondata's ECUs are as unreliable as their website, count me out.

Does it add horsepower? If so, how much?

Is this different than the Hondata ECU? I'm not quite getting it.

At most it'll probably add about 5 whp to your car, assume that your car is bone stock. However it'll "fine tune" your car so that you can have more torqe at lower RPMs, wider powerband, raise your redline, lowered vtec engagement point, etc..

It's very different than the Hondata ECU "reflash". The reflash can not be tuned by the user. The programmable ECU allows you to tune for maximum power with optimized settings. It works with N/A, boost, and nitrous applications. Just take a look at the various features. The power gain depends on the type of mods installed and how well the ECU is tuned.
