is it safer to get a sri to prevent hydrolock or do both the cold air intake and sri pose the same risk of hydrolock?

SRI will most likely prevent hydrolock. Unless your car's fully submerged in water.

SRI is safer from hydrolock. It's located at the same level as your engine head. So to hydrolock a TSX with an SRI, you have to submerge the whole car in 3-4 feet of water. Hydrolocking would be the least of your worries if you did turn your car into a submarine. The hot engine block would crack first.

Power-wise, SRI has the downside of sucking in hot air from the hot engine bay. When that happens, you negate the power gains from SRI. To solve it, make a sealed airbox around the SRI. Or go for the Icebox style intake.

Build what, a SRI? It's not like it's anything special from installing a CAI. The CAI you buy from Injen can be converted into a SRI with all the parts given to you from the CAI.

If you can't do that, you're just being lazy :P
