Its metal. The area that doesn't come in contact with the brake pad is gonna rust. You live in CT so you're probably driving through snow/rain. I don't think its abnormal.

Dude, your rotors will ALWAYS rust when they get wet - they are bare metal. If you look at them after a light rain, they will often turn completely orange on the face, but once you get on the brake once, the pads will sweep it all away. Nothing to worry about.

Certain wheel cleaners will do that too. On my RSX, it turned my calipers a dark brown tarnished color and caused the brake pads to squeel. I think that while those cleaners do a great job removing brake dust, they tend to eat into the finish of the wheel and accelerate rusting of the rotor.
I had a chance to test this theory. Acura performed a good-faith replacement of the front pads and put pad lubricant onto the backing of the pads. They remained quiet until I used those cleaners again. It seems the cleaners tend to either dry out or dissolve the pad grease causing the brakes to start squeeling.

I live in some of the dryest climate on earth and I still get rust. Though, iron tends to do that...

but it rains almost everyday...i don't think there's enough time for it to dry to rust..

I've got an 05 from march of 05 and although there's always been a little rust on there, that seems a little excessive. But maybe some of the members here are right in that the black brake dust will cover everything up soon.

But yeah, cast iron will rust if you just look at it.
