Problem with Brakes...HELP

Hey everyone I'm having a problem with my new RacingBrake Rotors and Pads...
My right rear Pad is not grabbing the Rotor completely. I can notice this because when rust forms on the Rotor (from all the rain here in Chicago), after I drive the car a ring of rust is still left on the inner Diameter of the Rotor. This problem is only happening on the right rear, my 3 others are normal, and the car is Braking extreamly well...
I took my car back to Acura to explain my problem and the mechanic who installed my new brakes said he couldn't explain what is happening but maybe the pad needs to wear down a little to start making complete contact with the Rotor. He did a visual inspection and also said both the rear rotors felt like they were the same temperature.
Has anyone experienced this???

Nope, never experienced it. Maybe a pads isn't sliding/engaging. Only thing to do would be to remove and reinstall.
