P2271 Code - Downstream sensor stuck rich- suggestions

I currently have the vehicle ripped apart to replace the clutch.But before doing that i recently got this code at a red light- P2271 which indicates the post catalytic converter O2 sensor is stuck rich. Has anyone had this problem on these vehicles and what does it normally indicate? Could the primary sensor be going bad and/or the cat converter is failing? I've ordered a replacement primary and secondary sensor. Replacing the cat is another thing I wasn't planning on replacing on this car but my inspection is up. The cat is pretty much rusted onto the exhaust and I am not even going to attempt a DIY with that. Any suggestions would be great. Is there any way to test an O2 sensor whether it's failing or not?

the secondary O2 sensor is a monitor for the cat.

If the cat goes bad OR if there is massive excess fuel in the exhaust stream, it would set a light for an over-rich condition.

is the car actually running rich?

If not...then the cat is probably not "scrubbing" the exhaust adequately. A cheater way to fix this is to space out the O2 sensor with a defouler.

I really don't think it's running rich although i'll admit i only drove it about 50 miles w/ the light on. I didn't notice any gas smell, idle is smooth. I'll pull the pcv valve and plugs to see if they are fouled at all.
