ddm tuning
Try ddmtuning.com. I have used 3 of the ddm kits in different cars. They are cheap, german and have a lifetime warrantee. The bulbs are only 12.50 a pair. I put a set of 8000k in 2010 tl. They look amazing and light up the road as well. I switched out the fogs with the ddm kit also.

5000K - natural white
6000K - extreme white with a tint of blue
6500K - extreme white with a tint of purple
8500K - extreme blue
I'd recommend the 5000K or 6000K; the more color (the higher K for kelvin) the less lumen (light output). After 6000K the light output goes down a bit.
Here is the pricing and info:

Halogen bulbs generally cost more than $12.50 so I would stay away from Xenon bulbs priced at $12.50. In my mind, you generally get what you pay for, so a set of bulbs for $12.50-$50.00 seem too inexpensive.
As for fog lights, make sure you have projector housings before you put HID's into them. It's illegal to use HID bulbs in refraction housings as they project intensely-bright light in no general direction whereas the projector housing focuses the beam and has a sharp line where the light "is vertically cut off".

ballest mounting
I simply mounted them on top of the fog light housing. I cleaned it with prepsol and used two sided 3m body shop grade tape. They are stuck on there and will require a solvent to loosen up the glue to get them loose again. I pulled off the bumper and pulled the headlights out of the car to change the low beams. I am very happy with my $12.50 bulbs. I had a set in my nissan for 2 years and then sold the car. I recomend the ddm tuning bulbs.

FYI Stock is Osram or Philips 85122 depending on when it was made. If you are looking for the brightest then get Philips 4300k 85122+ but they do not color shift to around 5000k. You can also get 85122. You can purchase of ebay also, I do know this guy is legit http://cgi.ebay.com/ebaymotors/NEW-A...Q5fAccessories.
I would never buy any hid bulb that is that cheap or anything above 4300k. Remember the higher the kelvin, the less light output you get and it looks ricey.
Here is another link that will help you.

so which is better 85122 or 85122+? I have a 2004 TSX, its been 7 years, so i'm thinking to change the bulbs now. The output seems a lot lower now. I compared it to an 07 TL, and my lights look really dim now. What is the color shifting? is that in the stock bulbs? I want an OEM stock replacement, so no blue color or anything, just the way they were originally. So which is the best for that?

The 85122+ are better. The bulbs do start fading in terms of light output over a number of years. Like others have mentioned, the stock bulbs are made by osram or philips. If your interested, I have a set of my OEM bulbs from my 2008 TSX. They were used for about a year and a half, PM me if your interested.
Get the 85122+ if you want the most light output
Get the 85122 (philips ge or osram all same stuff) if you want it to be alittle whiter over time.

Its pretty easy. Make sure you have the 5-digit radio security code (glovebox or manual book are the likely locations).
1. Disconnect battery positive and negative cables.
2. Ensure headlight switch is off. (25,000 volts = you're dead if you get jolted!).
3. Use a tamper-proof Torx "T-20" bit to remove the tiny black security screw from the back of the housing (black plastic moulded piece). The tamper-proof Torx has a hole in the middle of the bit. Good luck without this - there's limited space to use a tiny slot screwdriver here!
4. Turn the plastic cover 1/4 turn counter-clockwise. Remove. Don't lose the rubber gasket.
5. Turn the metal socket 1/4 turn counter-clockwise. Let it hang gently.
6. Undo the metal paper-clip type clips from the bulb.
7. Repeat 1-6 on the other side.
8. Put on latex or nitrile gloves. Don't get them dirty/oily/sweaty!
9. Replace bulbs, making sure to align them properly with the little notch in the base. DO NOT touch the glass portion, and try not to knock/rub the bulb on anything in the engine bay. Any oils on the bulbs could cause them to explode when turned on later!
10. Reinstall socket. 1/4 turn clockwise. Ensure it's snug.
11. Reinstall cover. 1/4 turn clockwise. I needed to use some leverage from a screwdriver to get force to close it.
12. Reinstall T-20 screw.
13. Re-connect battery. Positive first, then negative. Take the time to clean the posts properly while you have the terminals off!
14. Test installation by turning on lights!
15. Enter radio code, reset all radio presets and sound levels.
16. Done!

Crap I just realized after typing all that, that you asked about the foglight bulbs. D'oh! The above instructions are for the main HID headlight bulbs. I don't know how to do the foglights - I don't have fogs on my car.
