Auto climate control question

Sup

I'm wondering what the deal is with the A/C being turned on by auto climate control. Is there a specific rule?

If it's 10 outside and I want the temperature to be 11, will the AC come on? It sure seems like it does, even if I set the temp to 25 it still seems to be on. My reasoning is based on gas usage with Auto CC ON and then the entire system off.

I find myself not using the Auto CC cuz I don't want the AC waste.

It is turned on even when it is cold outside because the compressor helps reduce the humidity/moisture in the air. I too wish it wasn't the default most times, though.
