Idle Air Control Valve (IACV) may be defective or gummed up w/ tar/dirt. Remove IACV and clean passages thoroughly while avoiding dousing the solenoid w/ throttle body cleaner. Also clean the throttle plate and throttle seat w/ throttle body cleaner. Check IACV for function by applying 12V directly to released connector contacts. You should hear a positive click or vibration when valve opens. If dead silence, you have a defective solenoid.
Other possibility is an air leak, PCV stuck open, damaged vacuum line, leaking intake manifold gasket, etc. Try spraying throttle body cleaner around suspect points and listening for a change in idle indicating the throttle body cleaner has been pulled into engine.
