Hard brake peddle solves after restart

I have a 1996 Acura TL 2.5. I just purchased the car for $300 and was made aware that it had sat in the woods on used for two years. Needless to say there are all types of problems with the car I appreciate all the help I am getting on this forum. My latest issue has to do with breaking. If my car idols for any length of time, the brake pedal becomes very stiff and will not depress more than an inch. When I go to drive forward it feels as if the brakes are locked up. When I take my foot off the gas the car rapidly stops. I am not a mechanic but I have tools and I'm willing to work on this problem. Any help would be appreciated.

If I shut the car off for a minute, the issue resolved but often reoccurs
