Yeah, the only way to do this is to go through the wheel well by undoing the fender guard where it attaches to the bumper and pulling it back to get to the fog, but its a pain because the space to work with is limited.

It is a pain, but I was able to do it through the tire wells. The tricky thing is finding places to mount the ballast without being able to see where it is. I had to feel my way around and contort my body in awkward positions.

I'd recommend taking off the bumper. It's actually the easiest way, and best way to know you did the install correctly (finding spots to mount the ballast, tying the wires down)

It is not that hard to remove the bumper. That is what I did. It's like 6 screws and maybe 13 of the pushpin type clips. I did it by myself (like with no help at all) with a blanket on the ground in my driveway.

would the 01 CL-S driving light (fog light) be able to handle 3K HID? the one on there now is kinda useless and does not match with the 6K bulbs that i have in the low beam.

I got 8k Lo,Hi, and Fogs. I got my kits and bulbs from iJDMtoy
and yea taking off the bumpers is the most convenient/best way to install it in my opinion.
