Front wheels moving even when in P?

Front wheels moving even when in P?
Today I jacked up my car to check the wheels for any play because I think I have bad wheel bearings and noticed that both of the front wheels spin freely even when the car is in Park.... is this supposed to happen? Could something bad be happening to my transmission? Because the front wheels moving freely even when in park, doesn't that completely defeat the purpose of Park gear? lol
