FWIW: First off, do you know, what caused the plug wires to Burn? Seems to me, this is an unusual issue! Have you pulled a spark plug, and cranked the engine, to see, if the plug is firing. When you say, " it still won't turn over", do you mean, that the engine cranks, but fails to start, or that the engine, won't (TURN OVER ) , crank?

Two questions, ARE THE PLUGS FIRING? Are you certain, that you CORRECTLY positioned the distributor, when you replaced it, and that the plug wires, were replaced, in the exact same position, as the ones that burned? If, the distributor was installed, 180 degrees, off, which is a common mistake, the engine will not start! If the plug wires were not installed correctly, the engine will not start. One indication, of incorrect installation, would be a back-fire, while cranking. Again, the first thing I would do, is pull one plug, and see if that plug is firing. If the plug is firing, than recheck the distributor, and plug wire positions. If the plug is not firing, your problem is elsewhere.

put a test light to the wireset where the sparkplug goes while trying to start it and no light so I'm guessing it's not firing. No backfire I'm pretty sure the distributor is in right it went right on the other way it wouldn't go on. I mean it would if I forced it but I wasn't going to

It would appear, since there is no power to the plug, the distributor, is not doing it's thing, so you need to determine, why the distributor is not getting power. Locate an electrical schematic, and see how the distributor is powered. Even if the distributor, was installed 180 Deg.( out ), it would still fire the plug, just not in the correct sequence. I'm thinking, the damage you describe, was not limited to the plug wires, themselves, and most probably, originated elsewhere.
