I bought a used 99 CL last month with 31K miles on it. Looks like the car was a lease return (excellently mantained tho) do you think its safe to assume that the 30k "major" service was done before/after the previous owner turned in the car?
I guess there's no way to be certain how does it usually work with leased cars?

Check with the (original) dealer to find out what maintenance was performed. They should have a record for it. I received all paperwork for dealer-performed maintenance/repairs when I bought my used CL.
Sorry, I don't know how much its costs, but I can't see it being more than $100. And you should get a loaner if you need one. You might have to schedule in advance to make sure they have a loaner available.
I agree with everyone, check with the dealer on the last time they serviced a car with your VIN number. That will give you the best idea of when it was done, if it was done. Never assume anything, car dealers will pennie pinch any way they can.
