question on changing a 99 cl timing belt

I changed my timing belt on my car about 2 weeks ago, and then a week later i started my car it started making a weird wissing noise. The noise goes with the idle of the car. Even when i start to drive off it goes with the shifting of the tranny. The mechanic said he changed the belt the tensioner and some other shit to but i just cant think of it. He told me he thinks its the idle pulley or some shit , but he just installed a brand new one, i dont think he no's what hes doin. If anyone can help me figure this problem would be appreciated.

it could be the belt rubbing on the cover. width wise. put a screw driver on the cover and put one end on ur ear and poke around for the loudest point, atleast that way ull have an idea where it is. u got a 2.x or 3.0. if it is the 2.x it could be the balance shaft not alligned with the timing marks.
