Unhappy headlight issue

okey so if you look in this pic, you can see that the back reflective thing is really close to the front housing, but its supposed to be about 1 inch away from it. the gear thingy that's supposed to control the left/right-ness of the light just spins like its not attached to anything. have any of you experienced this problem? any ideas on a fix? the main issue is since the back is pushed so far foward, i cannot remove the highbeam bulb, it is sucked really far in past the metal ring in the back.
