H22a swap?

I thinking of swapping my f23 out for a H22a and bolting it up to my stock f23 tranny. My question is how do you guys with these swaps pass emissions?

I assume if you use an obd2 engine you will pass as long as you keep emissions components

Yup. As long as swap and all components are OBD2, you should be able to pass emmisions
