Front bumper

I just sold my 96 Civic Hatch B16A SIRII and bought a 99 2.3 CL and I wanted to take out the stock air box that under the car. It seems that I have to take out the front bumper to get to the screws that are holding the box. Do i have take out the headlights. I took out all the screws and clips that are visible in the bumper. But it seems that there are some screws by the headlights that are not accessible unless I take out the headlights? It seems to complex, am i doing this right. On the civic it was so easy just 8 clips, but now i getting frustrated.

Can someone help??

u dont need to take the bumper off. just jack the car up and take one wheel off. its much easier. theres only one 10mm bolt down there.
