Question engine surging/ "stickiness"

hello all,

seems that when im driving and i let off the gas to coast, my engine doesnt immediately respond (rpms do not go down immediately.. takes a couple of seconds)... its been like this since i got my car and it always annoyed me.

im guessing that this is not normal, and from a little research im thinking my problem may be the IAC? i found the DIY for removing throttle bottle etc, but before I start ripping that apart, can I use a carburetor cleaner sprayed into the throttle to try and clean it up?

AS ALWAYS, any other ideas/suggestions on this problem are greatly appreciated!

try to lube the throttle wire and the pedal, they may be sticking also.
