E-Brake problem

recently my e-brake has been acting up. When i take it off, it releases the weight of the car and it will roll with no problem, however, it will not sit down the whole way like it used to. If i push the brake petal down the entire way it will make the handle pull down to its resting positon. Now, the thing that i can not figure out is what is causing this, my e-brake is tight.........ive tightened it down several times and the problem persists.

Any advice?

Your e brake cable may be catching on something. There might also be a problem with you spring or rear caliper. Definatly something you should have a tech look at. I can't remember enough from my brakes class to help you out more than that. sorry mang.
