Dim Headlights

I have a '99 CL2.3 and my headlights are dangerously dim. Before I start troubleshooting, I was wondering if anyone else has any experience with this type of problem.

Could it be a voltage problem or has there been any documented problems in the past?

If I I have to replace the lamps, what do you recomend?

Is anything else dimming? Any other electrical problems/ quarkes going on? When was the last time the bulb was replaced? Is it both bulbs or just one?

Thanks for welcoming me ... great place for info and tips.

No other electrical problems, just dim on both lamps. I think I need to adjust the angles, also. I bought the car used a year ago, so I have no idea how old the bulbs are. I can't afford HID right now, so I'll try the bulbs.

Are any of those "Like HID" lamps worth looking into? I saw the Sylvania Silver Stars & Cool Blues at the parts store. Or should I just buy standard lamps. Any thoughts?
