The U line represents a large U clip that holds the lock cylinder on. The circle should be the access area. Use a hook or a right angle pick to pull down on the clip. Lock should release.

Chances are these are the clips. To release them pry them with a flat screw driver partly out only. There's a sweet spot, once you hit it, it will release. and bolts.

Above are the parts that fix my heat soak symtoms. For the record my 2000 tl is listed on the TSB 01-001. I did not do the upgrade to the new PCM/FPR bc it would of cost about $1500. $22.97 part opional... cheap, so I replaced it.
