Try a little car wax on them .. like a cleaner wax .. if you get black on the cloth they aren't cleared .. if you do then its most likely cleared then you use a sealant ... on of the better ones for wheels is Nu-Finish liquid.

If you use something like that or a cleaner wax and you get no solid black then they wheels are prolly cleared and you treat then like your fender.
One of the better OTC sealants for wheels is Nu-Finish Liquid. Once your wheel is polished up to where you want it then apply a few layers of Nu-Finish. Layers should be a min of 12 hours apart.
If you have other sealants like Klasse SG or Zaino or Megs #21 etc use that.

sealants aren't a permanent layer...they're just temporary, but longer lasting than waxes.
Bottom line is, if the metal on your rim doesn't have a painted clearcoat (you get black on a rag when polishing) then that means that you'll always have to polish your rims to keep them maintained and prevent oxidation. As per the frequency, that all depends on your climate conditions and car use...and usually you can visually tell when they're ready for a good polishing
