For scratches see top, for tail pipes see Luster Lace
I use a product called Simichrome Metal Polish for my metal trim. I got some scratches in a trim my door's trim strip (they were from dog nails) and it's perfect again. I've used it on the tail pipes and a couple of quick wipes are fine -- this is probably not choice #1 for keeping things shiny that are not scratched.
Here's a picture of the stuff:
FOR TAILPIPES, there is something that makes the work very easy and works well on stainless, chrome, and the strips allow for much less effort on tail pipes, tube frames, etc.
Here it is:

EXCERPT:
"The Luster Lace Combo Pack contains four (4) 1/2 inch, three (3) 3/4 inch, and two (2) 1-1/4 inch polishing cloths. The 1/2 inch cloth is perfect for polishing wire wheel, motorcycle and bicycle spokes. Use the 3/4 inch cloth for polishing larger tubular parts like motorcycle forks, suspension components and luggage racks with a diameter of 1/2 inch to 1 inch. For exhaust tips or tubular objects with a diameter of 1 inch to 2-1/2 inches, select the 1-1/4 inch cloth."
If you had blue discoloring, I'd suggest something else...
