Is the Pre wax w/cleaner the same thing as polish?

Is it necessary to use pre wax, paint sealant and then pure wax(carnuba) to get good paint protection?

imo yes, most prewax cleaners will use mild polish, were a sealent/glaze uses a less agressive polish
