Question Are these wheels cleanable & touching up a bumper?

I've got some dirty wheels and want to get them clean, but not sure if it's even possible. Based on these pics, are these wheels cleanable and what could I use? Also, what would be the best way to make that bumper look good again? I've already cut off that flap that you see.

Just find some decent wheel cleaner like Eagle One A2Z Wheel & Tire Cleaner. That should work out pretty well, that stuff's tough. As for your bumper, you'll probably need to pick up a PC/UDM and some polishes to remove/reduce those scuff marks. It's possible to do them by hand as well but for me and with that many scuff marks, it's out of the question since it would be too time consuming.

If you can feel those scuffs at all with your fingernail then its beyond polishing out. You can reduce the visuals but you won't do that by hand.

The bumper, the actual paint is gone, it's more than just a scuff. I was debating using touch-up paint but with so many places I had to use it on, it might be too noticeable....is there anything I could do short of replacing the bumper altogether?

Repair & repaint at a good shop but a used one and a repaint might be cheaper especially if you install it yourself.

Turns out the stuff I see is not dirt, but peeled off paint. Most prevalent at about 1 o'clock in the first picture.
