Streaking after washing
Quick answer would be to not wash it. Most car washes have heated water but if the ambient temperature is too low the water will freeze onto your car and make it harder to remove any dirt left over. So you will end up scratching your paint.
If you can find a nice warm closed area you should be fine. I would suggest using a nice microfiber wash mitt, being really careful while you wash the car and get all the dirt off. Beyond that drying the car becomes almost impossible due to the temperature. If you are fast enough or have enough people helping drag a microfiber cloth over the car so all the water is lifted off the car leaving clean paint. And if you have a garage and its warmer use spray wax to leave a nice hydrophobic layer of protection on your car.

Washing car in winter causes streaking
When I wash my car in the negative weather the next day there is streaking from my wash freezing. Is there a way that I can prevent this? Some spray possibly that I can use?

At -10 degrees.... I doubt it as this is probably happening during the drying process where the small amounts of water will instantly freeze at those temperature... unless you want to use a blow dryer when drying....

@c8n - no your right. I dry it off completely and park it in front of my house. The next day there's light streaking/what looks like frozen water? from the wash I presume from wash being frozen or something.
My advice .. Dont wash it when its that cold. What your seeing is only on the surface ... Water could be freezing in other areas and the expansion causing other issues. Its not that important to have it clean when its that cold.
