Steering wheel marks

Lately I've noticed that my bottom of steering wheel has some marks on it. I traced it back and I believe that it is low so I hit it with the back of my right shoe. It bothers me when I touch that part of the steering wheel... it is rough feeling. Anyway, is there a way to fix it to reduce the roughness. I hate to solve the problem by putting vynil cover on it. If you have any suggestion, I would greatly appreciate it.

Money is an issue right now! I wish I have $300 to get a new one with some red on top and bottom. :P
