Scratches....how?

I took my TSX to a bodyshop for repainting the front two fenders. They blended the hood and the doors as well. Before I took the car in, there was no fine scratches on the hood. When I picked it up after the work had been done, I didn't see the scratches on the hood (under the sunlight) either. But the same day when I got home, parked the car in the garage, under certain angle in the garage lighting, I could see scratches on the hood. I took the car back to the bodyshop. They explained to me that they only blended both sides of the hood, not the middle section where most of these fine scratches are. Then they clear coat the entire hood. They also said that the fine scratches are underneath the original paint. WTF??? How the hell could that be? There were no fine scratches before I took it in. I told them that maybe they could've caused the fine scratches during the wet sanding process before the clear coat. He said his technician has been doing this for many years that he could not have made this kind of mistakes. I called BS on this.

Anyways, how could this possible? Can I polish it out?

I won't pretend to understand their processes or where exactly the scratches lie, but if they touched your hood at all, they owe it to you to have it in perfect condition. Whether the scratches existed beforehand is irrelevant. I would ask them to re-do the hood at no cost to you until you're satisfied with the results.
