scratch or dent or ???

scratch or dent or ???

Not sure what this is considered but basically someone parked too close behind me and I guess their license plate bolts left an impression in the paint on my rear bumper. It's not deep enough to be a dent or anything, just imagine if you took a washer, pressed it up against the bumper and slowly pushed it in until the paint started to rise up around the edges. How would I fix this? Scratch the raised paint off and treat it as a dent? Or can I push the raised paint back down and try to sand it flat?

it made the paint rise up? ouch... can you feel the bumps from the raise paint?

ya its raised on the edges,

it just looks like it made an indentation into the plastic. I think a little bodyfiller and paint can take that out, at least fill it in.

ok so I just treat it as a dent? what do I do about the raised paint on the sides? should I try to sand that down or push it back into the dent part?

what i meant was that it looks like it has been useh in, just like the nubers on the back of the credit cards. The picture shows me what i described. if you could give side shots and a shot with less washout at the top, that would help
