is that where you put your hand to get out of the car?
it almost looks like oil spots or something like that.
I would say try claying it, then try putting some good wax or polish on it and remove it quickly to see what happens.

If using a vinyl or rubber cleaner does not work, a product called forever black works great on stained and faded trim. Forever black is a dye based product so it will last vs just using protectant which will eventually go away.

This is actually a dye, that is permanent. I would think it would cover up those spots if they are still present after a good throrough cleaning.
