Repair Chips/Scratches

I couldn't find the link on how to properly repair chips and scratches. I remember that it had something to do with applying the touchup, then sanding it down with some sandpaper, and then polishing/buffing.

Anyone have that link? I just parked my car this morning to drop something off at my girlfriend's place and I parked really close to her garage (so close, it touched the garage door). Well, then she opened her garage and scraped the paint off my front bumper down to the black plastic.

It's not a big spot, but still something I want to get taken care of. Please post the link or the instructions on how to properly touchup that spot (or any other chips/scratches for that matter).
