Any good wheel cleaner should work, just spray the cleaner on the tire and use a brush the tire then rinse.

Whesleys Bleech Wite. Only thing to watch for is if you have non-cleared alloys ... don't get over spray on them.

I have used it for years and extensively.

I like to do this when I'm cleaning my wheels. I just use the Meguirs (sp?) all purpose wheel cleaner on the tires too, and use a scrub brush then rinse. Usually does a pretty good job...
