Sorry to hear about the paint getting on your car. Ouch!
1. On your car's paint, wheels, or painted surfaces, use a clay bar. See thicky thread on methods of use if unfamiliar.
2. On the tires and wheel well, you can use the sponges with a soft platic abrasive side to get at the plastic liner and tires and just scrub with a soap/car wash of choice. You can also use a standard brush (stiff) on the wheel well liners. Take your pick or what you have at hand. When doing the wheel wells, if you have time, remove the wheels since you'll have better access to use a little elbow grease. Also with wheels removed, you can work more carefully with the clay on he wheels and brush/sponge on the tires.
