OK I just bought this 1997 Accord. It has some kind of scratches(stains), looks like somebody tried to polish but ended up in messed up body panels full of scratches. But I am not sure if those are scratches or stains from polish. I went to my local AutoZone they told my clay bar can help, I tried Mothers Clay Bar but no luck. I am attaching some pic's, I tried my best to take best shots with my phone b'cuz I lost my USB for my camera.

To me those look like wet sandpaper marks and they weren't done correctly either.
