took the front bracket off cuz i was planning to remove it and put some bumper plugs...but the surface is just dirty, i tried washing it, seems like some of the dirt refuse to go away, i dont wanna use any brush cuz i m afraid it may scratch the paint....any advice on how to fully clean it to make it look like new again??

It always happens. Seems like the paint oxidizing (To me at least), polishing with a DA have always fixed the problem.

 

really good cleaner wax like Meguiars ColorX and a foam applicator and patience will prolly do the trick. Might take a few applications ..
