This is kinda like me asking how to stitch up my own abdomen after removing my own spleen. Something I am clearly not qualified to do.
Maybe wetsanding? Don't do it if you don't know how, though, or you will make the bumper worse.
Yikes, what made you do this to your bumper, or is this a spare bumper?

I would try wet-sanding it using very fine sandpaper

From experience, light rubbing compounds work best (heavy ones cut too much). However, not all cheap clear coats are compatible. Some rubbing compounds will ruin the finish on some cheap brand clear coats.
A combo that I found worked really well before was DupliColor's Professional Clear Coat and PaintScratch's Light Rubbing Compound (can get both for about $20 total from PaintScratch.com). I've tried that same rubbing compound on the OTC DupliColor (cheap $5 ones) and it works okay too, just the gloss is not as good.

The best thing you could do with this is to learn how to wet-sand. The bumps you feel in the paint are called 'nibs' (which are actually dust/dirt specks)

Sorry for the earlier sarcasm speedlimitz. I thought you were working on your own car and fixing it the "cheapo" way! Now I am interested in what you are doing. Take some pics to share as you do it so we can how it goes!

Will chop for food...
What we have here gentlemen is a simple case of "orangepeel." Ideally, rubbing compound or a wetsand should have been done prior to the clear coat being sprayed, but you should still be able to use either of those techniques to help smooth things out.
I'll try to find the article I used when I had my Integra for you...
