Clear coat failure?

Just noticed this few days ago. I tried to take it off with with finger nail ans it's coming off. See the spot in the middle that I tried messing with my nail. Can I remove all the white stuff and put wax on it? Any recommendations?

I am not aware of whether it was painted before... I was thinking of wetsanding the whitish clear and spray a coat of dupli color clear on that area. Is it ok to do that? The base coat is already exposed as I scratched off the messed up clear coat. lol

I did that on my sons S10 on the A pillar and it lasted 4 years .. hardly noticed the blend line, but it was a burgundy red color.

I just wet sanded the dead clear till it feathered then masked an IPA wipe and then a few coats of clear and lightly wet sanded with 2500 and polished out.
