As long as you keep up on it and don't let them get too bad all you will need is regular car wash soap. I use a different sponge for the wheels then what I use on the car. I've washed my wheels this way since I bought them and they still look like the day I bought them two years and almost 40K miles later. Maybe if you only washed them twice a year you would need something stronger but if you wash your car every week or a couple times a month, regular car soap will do just fine.
For things like road tar that regular soap doesn't wash off, I use blue magic polish. They sell it at Auto Zone. I'm sure other metal polish will work just as well.

BUT! if you had to use a wheel cleaner I would go for something like a good APC at a 3:1 dilution, google "Brown Royal" it is a very cost effective wheel cleaner that works well! I have some Chemical Guys sticky wheel gel I would sell ya, little more than half a gallon.
