Cheap Buffer Yes or No

I am looking for a new buffer. I currently have this exact buffer:

http://cgi.ebay.com/MVP-SuperLine-10...QQcmdZViewItem
My brother got it many years ago I think at walmart.
Anyways I a ready to move up a little but looking for something cheap. I don't detail ferraris or anything I don't detail very often nor do I do it for money etc and I am only 17 so i am really not looking to spend a $100+ on a PC or anything yet, maybe in the future. I think I should get something with a smaller head than the 10" I have now and I would like variable speed. I have come across this and am giving it serious thought. Yes it is not a porter cable or anything but I think it will get the job done. I figured I would ask you all here first to make sure this is atleast decent quality and to get some oter options. looking for <$50

Tennis, you get what you pay for basically. Those large pad random orbitals, just dont quite have the power to do much more then buffing after sealan, wax, or polish removal, by hand.....

how much power should I get?
I am now looking at a few more options.

I have been told the ATD at the bottom of the page is VERY high quailty and that is a great price. (go for like 85 on ebay)

This looks decent.

And are these random orbit?? and how important is random orbit??

The ATD, Chicago power tools, ebay one and Smitty's new $175 Dewalt (above the ATD on the link above^^^) show up to 3000 rpms. Meanwhile the PC shows up to 6,000 OPM- Oscillations Per Minute. is an opm the same as rmp? I am just a little confused now. Thanks!
