Buffing after repaint question

Buffing after repaint question

So here's the deal folks: I have some rust on my car and I am currently looking for a place that would fix that up for me. Wherever I go the shops tell me that they will buff the paint after they repaint certain parts of the car (quarter panels for instance). However, I just don't understand what the buffing is for exactly. They say it's to blend the paint, but how so?

Does anyone know how exactly they blend the paint by buffing? I asked one owner of a shop to see some of their paintwork looks in order to examine how much orange peel it has. So he showed me a repainted fender on a CTS which looked pretty decent and told me that it hasn't even been buffed yet. What's the point of buffing something that has just been repainted?

Any help/advice will be greatly appreciated since I want to get my car fixed soon, and I want to know what to ask before I get the job underway.
