Is 50/50 water/vinegar solution safe on ..
.. the inside of the rear windshield where the defroster is at???
Reason i'm askin is bc i think i have water spot in the inside due to dealer sucking ass in detailing ..

Do you have tints? I'd be carful using any chemicals on tints. Otherwise, it should be ok. Maybe try alcohol or acetone or Simple Green cuz I know that's safe for glass. I used that stuff on glass when I used to work in a cleanroom.

Not having seen the surface this is of course only a guess, but it sounds as if 'he' tried to use a polish, as IG will usually clean most things on interior glass.
I would second 1:1 IPA (progressively stronger as necessary) isopropyl alcohol / distilled water

The Old Grey Whistle Test
The copper wiring of the defroster is encapsulated in a thin layer of glass or acrylic so providing you don’t abrade it with a hard/sharp object you should be all right.
Try 'dabbing' a cloth soaked in the 1:1 solution as opposed to rubbing where there are defroster wires.
