AT&T Wireless must explain number-switch snags-FCC

WASHINGTON, Dec 4 (Reuters) - The Federal Communications Commission on Thursday demanded AT&T Wireless Services Inc. (AWE.N: Quote, Profile, Research) explain why it is having trouble fulfilling requests from customers to move their telephone numbers to and from other carriers.
The FCC said it has received numerous complaints from consumers as well as carriers trying to complete transfers involving AT&T Wireless, the No. 3 U.S. wireless carrier.
"In the coming days and months, we expect many additional consumers to take advantage of the new opportunity to port their number," John Muleta, head of the FCC wireless bureau, said in a letter to the company.
"As more consumers opt to port, it is critical that carriers' porting systems function properly," he said. Muleta asked the company to explain by Dec. 10 the nature of the problems and steps being taken to address them.
AT&T Wireless could not be immediately reached for comment.
Wireless carriers were required as of Nov. 24 to offer consumers the ability to switch providers without giving up their telephone number, a move by the FCC to promote further competition in the industry.
AT&T Wireless is the only major carrier that is not using TSI Connections, the clearinghouse for handling number transfers.
Verizon Wireless (VOD.L: Quote, Profile, Research) (VZ.N: Quote, Profile, Research) , the No. 1 U.S. carrier, last week reported that it had trouble switching customers to one unnamed rival that used a different services company from the rest of its peers.
AT&T Wireless shares closed down 2 cents to $7.29 on the New York Stock Exchange.

neustar is the acting clearinghouse to help port numbers. awe is the only co to use them.
the average problem rate for porting is 50% and awe was 60%.
even though awe had more than half of the 600 fcc complaints. they have fixed the software and it is business as usual and ports are moving quicker
