Blocking a number for incoming calls, "private" too?

I'm trying to help out a friend who is being harrassed by finding out if it's possible to have a specific number blocked for incoming calls that are not wanted. The carrier is Metro PCS, although if you have info for other carriers, it'd be very helpful. I have a couple of questions:

1) Does Metro PCS have that feature? If not, who does?

2) The source of the unwanted calls sometimes show up on caller ID as "Private". Does the carrier know what that number is so that it can block only that specific number and not all caller ID blocked numbers? It is important since alot of calls my friend receives are international ones that also show up as "Private". The source of harassment is domestic.

I have discussed getting TRO, but that is not my friend wants to pursue yet. I'd like to see a TRO taken out on that person (if for nothing else) to create a paper trail and a possible source of investigation if (God forbid) anything should happen.

Any info and suggestions will be very helpful and appreciated. Thanks guys. It's very important for us.
